This particular dimension of 399 by 150 pixel is the minimum size that is permitted to be used in your Facebook Profile cover photo. To change the image`s dimensions. You need to open up a Photoshop application and drag the image inside the interface. Select the image and go to the EDIT Tab located at the top portion of the application and look for the EDIT IMAGE SIZE. Once you have open that, a adjustment interface will appear and you can convert the dimensions by inputting the required size. Once done, save it as a JPEG file. Open your browser and upload it and the you can use it as your cover photo.

Depending on what type of computer you have you can use windows picture editor and there you can select your own height and width easily! it will also tell you how big it is after the sizing.

These are dramatically different sizes since one is 292px tall and 110px tall so you will definitely have to crop this. I would redesign the elements from the 894×110 into the other size.
