Just call the police and file a noise complaint if after talking to the neighbor does not resolve the issue.

No, you shouldn`t, because jamming your neighbor`s wifi signal is considered illegal. Give him the benefit of the doubt. Maybe he thinks that his speakers aren`t that loud since nobody`s complaining. Why don`t you pay him a visit during a nice, sunny day and tell him as gently as you can that you like his type of music but would prefer it if he played it earlier? That way, he can enjoy his music and you get to have a good night`s sleep.

Depends of the kind of people this guy or guys is/are. If seems like people that has common sense and they didnt realise how much problems they were getting to the neighbours you can ask they politely and ask him to put in your shoes. Always with with patience.

You may have bent or broken pins in the jack. You may need to take the computer apart to repair the onboard jack (where you plug in the earphones).
