You may want to uninstall the software for your mouse and then reinstall back again. Normally, that happens when there are updates available and you don`t update it timely. The system tries to do the update and then hangs in the middle of it. That`s why there is an effect when you have just reboot your computer. Turning on your computer should not have that kind of an effect on your mouse.

You need to enable the touchpad on your laptop, you can find a hand symbol pointing downwards. it should be a dedicated key or Function keys need to press with FN button.
